R E S O L U T I O N S
Congress FIAU (the 2^nd of December 2010, Russia, town Medyn)

After listening and discussing the report for the period of work of 2009 through 2010 of the President of FIAU S. Novikov Congress FIAU has noted that the tasks put in front of Executive Committee of FIAU at the last Congress of 2009 to develop “Unifight” in the World have been fulfilled almost in full, namely:

• plan-calendar for 2010, approved by the Congress of 2009, has been fulfilled practically in full. All planned competitions have been conducted with active participation of national federations;
• there were conducted Asian Championship of Unifight (city of Tashkent, May), 1^st International Tournament of Unifight among dynamo organizations (city of Minsk, December 2010), 1^st World Championship of «Winter Unifight» (Russia, town of Medyn, March 2010);
• there were conducted Championships of Europe and World among children and junior youth 10-11, 12-13 years old; among youth 14-15, 16-17 years old; among juniors 18-20 years old; World Championship among men and women;
• there are yearly World Championships of «Sports knife throwing»;
• there were conducted international competitions according to the Rules of Light Unifight version approved by Congress in 2008 which allows to attract more sportsmen to participate in international competitions of all age groups among men and women .

at the same time Executive Committee of FIAU could not:

• achieve results in creating National Federations in American and African continents;
• there are no National Championships of Unifight in the majority of the countries;
• there is not enough paid attention to the development of female direction of “Unifight” in National Federations of Asia, National Federations of Moldova, National Federations of Czech Republic, Slovakia, Romania;
• there are some difficulties in developing children youth direction, there are no Championships among age groups of 10-11, 12-13 years old; 14-15, 16-17 years old; 18-20 years old in the majority of National Federations. Latvia, Estonia, Lithuania, Belgium, Czech Republic, Slovakia, national federations of Asia ignore such competitions;
• there is poor work in National Federations to train national staff: coaches and instructors, referees;
• there is poor work to create new National federations executed by European continental federation (President N. Aliyev), Asian continental federation (President Tashkhodjayev S.) Presidents of National Federations do not participate in attracting of new members of FIAU;
• majority of National Federations do not fulfill the obligations according to the Charter in the part of member fees payment. Therefore there are financial difficulties in the activity of FIAU;
• FIAU does not have the possibility to finance some projects to improve material and technical base, scientific and methodological work, carry out propaganda due to the lack of finance;
• Majority of National Federations do not develop «Sport knife throwing» and does not take part in these competitions. These national federations are: Ukraine, Latvia, Estonia, Slovakia, Romania, Uzbekistan, Tajikistan, Kazakhstan etc.;
• There is lost connection with the following federations: India, Pakistan, Kirgizia;
• Romanian federation (President Constantin Marian), being non-governmental organization has not bee acknowledged by the Ministry of Sports of Romania and due to this has not received financing of the government. Thus it has broken its obligations undertaken to conduct World Championship in Romania. The same situation is about Czech Republic federation (President Jelinek Miroslav);
• National Federations have not fulfilled resolutions of Congress 2009 (city of Prague) to provide FIAU with Registration documents of National Federations and on their acknowledgement by Ministries of sports of their countries;
• National federations have no calendar plans of their work and do not inform FIAU about their activity;

Congress decided:

1. accept work of Executive Committee of FIAU for the period of 2009-2010 satisfactory;
2. accept work of the Board of referees for the accounting period satisfactory;
3. accept work of commission of Unifight development in the world satisfactory;
4. withdraw from the Executive Committee of FIAU of due to cease of activity the members of Executive Committee of FIAU: Czala Gabriel (Slovakia), Praveen Ranka (India);
5. withdraw Association Unifight of France from the FIAU (President Korchenko-Esnal) due to her application (enclosed);
6. Take to FIAU on the basis of applications the following federations created in 2010: Kazakh federation “Unifight”, German federation “Unifight”;
7. approve plan-calendar of competitions conducted by FIAU in 2011.
   Request mandatory the members of Executive Committee execute control over conducting international competitions according to the approved schedule and mandatory visits there (calendar plan and schedule enclosed);
8. oblige presidents of all national federations to provide FIAU with calendar plan of national competitions for 2011 till the 31^st of December 2010 (control over conducting of national championships lay upon members of Executive Committee with mandatory visits (schedule enclosed);
9. consolidate responsibility for the members of Executive Committee to create new national federations of FIAU (list enclosed);
10. conduct National Championships and World Championships of Winter Unifight;
11. express gratitude to the President of Byelorussian federation Mr. Andrey Krasovsky for organization and conducting of the 1^st International Tournament of Unifight among dynamo organizations.
12. request President of Asian continental federation, vice-president of FIAU Mr. Tashkhojayev Sardor, recreate Kirgiz federation till the 1^st of March 2011 and provide full information to FIAU. Take all possible measures to create Mongolian federation of Unifight till the 1^st of May 2011.
13. request President of European continental federation, vice-president of FIAU Mr. Aliyev Natig, to create national federations in Croatia, Macedonia, Turkey till the 1^st of May 2011;
14. vice-president of Executive Committee of FIAU, President of National Federation of Lithuania, Mr. Pavlov Alexander, to control over creation of national federation in Poland;
15. President of FIAU, Mr. Sergey Novikov, to create national federation of Greece till the 1^st of February 2011, to create national federation of Serbia till the 1^st of May 2011, to create national federation of Angola till the 1^st of July 2011;
16. request President of Estonian federation, Mr. Igor Savenkov, to control over creation of Finnish national federation;
17. vice-president of FIAU, President of National federation of Moldova, execute control over recreation of Bulgarian federation of Unifight till the 1^st of May 2011.
18. request member of Executive Committee of FIAU, Mr. Fadi Mastow, to run till the end creation of the Syrian federation of Unifight, work out the creation of Lebanese and Egyptian federations of Unifight till the 1^st of May 2011. Mr. S.Novikov controls over execution.
19. request president of Georgian national federation, Mr. Nusibidze Vladimir, to create Armenian national federation till the 1^st of May 2011.
20. request president of Turkmen National federation, Mr. Bukharakov Orif, clear out the status of Iranian Association of Unifight and report to Executive Committee of FIAU till the 1^st of March 2011.
21. President of European continental federation, vice-president of FIAU, Mr. Aliyev Natig, to pay attention to non-execution of his duties as president of European Federation, to the lack of cooperation with National federations of Europe, to weak management of European federation, to non-execution of his duties to create national federations in Croatia, Macedonia, Albania, Turkey. As well as non-execution of his promise to introduce Unifight in CISM. Recreate legal priorities of European federation, headquarters of which was moved from Bucharest to Baku till the 1st of April 2011 upon the decision of Congress on 14^th of December 2007.
22. president of Romanian federation of “Unifight”, member of Executive Committee of FIAU, Mr. Constantin Marian, terminate any activity leading to the discrediting of European federation of Unifight, terminate to place false information about the history of Unifight. Lay apologies to Executive Committee of FIAU on the facts.
23. General Secretary of FIAU, Mrs. Nesynova Tatiana, to collect all information about the contacts with National federations (E-mail, telephone numbers, fax numbers).
24. All National Federations which are the members of FIAU are to pay annual fee till the 31^st of December 2010.
